For Chief Rojas, The Batman is nothing less than a black eye to his police force. Believing there is no room for vigilante justice in Gotham, Rojas has made capturing the Dark Knight a top priority. He was voiced by Edward James Olmos in his initial appearance, Jesse Corti in all his subsequent appearances.

Though unknown to the Chief One of his top detectives (In Season One) has a soft spot for the Dark Knight and does not do 'his best' to apprehend him.

After that detective goes mad, his partner gets a Batwave kind of Gadget that lets the Dark Knight talk to her. Later Angel Rojas finds her with it and turns her arrangement for a talk into a Ambush.
